Intellectual Property Protection
in Chengdu in 2004

In 2004, guided by the strategy of “construction of high technology (hi-tech) Chengdu”, Chengdu Municipal People’s Government further optimized its innovation and investment environment, and promulgated related regulations and policies, such as, Chengdu Municipal Patent Protection Methods, Interim Methods on Strengthening up Intellectual Property Management in Commodities Circulation, etc. It firstly issued this book named the Protection of Intellectual Property Rights in Chengdu (“white book” for short), and set up a cooperation and connection system on intellectual property protection among Chengdu Public Security Bureau, Chengdu Intellectual Property Bureau, Chengdu Industrial and Commercial Bureau, and Chengdu Public Copyrights Bureau, and also established a specialized working group for intellectual property protection, and constituted relevant specialized rectification and implementation plans. In 2004, the number of patent applications and trademark registrations continuously increased, and copyright protection was further strengthened. The breakthrough has been realized by the Customs in cracking down on counterfeit goods, and obvious achievements have been made in specialized actions in fighting right infringement and piracy, which were jointly carried out by the public security and cultural departments, thus the intellectual property became more closely connected with the work of economy, science &technology and foreign trade, etc. In the whole city, an atmosphere of encouraging invention and creation, protecting intellectual property had formed gradually.
