in Chengdu in 2004

 

I. Optimizing Patent Management to Promote Technical Innovation

The number of patent applications and granting continuously increased. In 2004, Chengdu Municipal Intellectual Property Bureau revised the policy of Chengdu Municipal Management Methods of Patent-aiding Fund, and further optimized the application procedure. In 2004, it had accepted 1,338 items of patent-aiding application, and granted a total of 1.626 million RMB. Stimulated mechanism of patent aiding was constantly perfected, which enabled the number of patent applications and granting in Chengdu to increase continuously. Statistics by the State Intellectual Property Office showed that with an increase of 155 and 458 respectively over the previous year, the number of patent claims and authorizations of our city in 2004 reached 4,324 and 2,636, which accounted for 59.6% and 59.5% of that of the whole province, and ranked the 5th and 3rd among the sub-province cities in China.

Obvious effects had been gained in the patent experimental work. In 2004, with carrying out the work of patent experimental cities all over China, Chengdu assigned the second 16 patent experiment units; till now, it has a total of 28 related units. Through continuous advancement of patent experimental work, patent awareness and the capability of using patents of experimental units were raised continuously; patent management became more standard; patent innovation and patent protection mechanism was preliminarily established.

Patent trainings were further enhanced. In August, Chengdu Municipal Intellectual Property Bureau and Gaoxin District Intellectual Property Bureau, invited experts of enterprise patent work from Shanghai to give a special report named How do Enterprises Use Patent Strategy, and about 300 principals attended this report, who were from key and superior enterprises, growing technological enterprises and key export-oriented industrial enterprises in the city. In the meantime, the Intellectual Property Bureaus of all districts and counties, according to their actual conditions, carried out various kinds of patent trainings. In 2004, 46 phases of patent trainings had been carried out in Chengdu, and the training attendance reached 4200 person- times.

Special actions of patent protection were deeply carried out. According to the spirit of the national, provincial and municipal video-telephone conference about special actions on intellectual property rights protection and the unified deployment of Chengdu Municipal Overall Planning Office, the Municipal Intellectual Property Bureau developed Working Plan on Carrying out Specialized Law-enforcing Actions to Strengthen up Patent Protection, and organized relevant departments to take specialized actions of patent protection, especially in such circulation fields as medicine and food. Furthermore, it specially checked up those commodities related to patents in some drugstores, department stores and chain shops, corrected the nonstandard behaviors in marking of several patent numbers and solved those illegal activities involved in patents. For example, Chengdu Municipal Intellectual Property Bureau, Sichuan Provincial Intellectual Property Bureau and Jinjiang District Intellectual Property Bureau, jointly investigated into and solved an illegal case of counterfeit patents, and the administrative punishment was made to the party.
