OUTLINE ON CHENGDU HIGH-TECH ACTION PLAN

I. Prologue

To further implement the strategy of reviving the city by edution and science, to boost the S&T invovation, to promote the development level of ecomony and society, to strenthen the city¡¯s competition power, and to push forward the city¡¯s new development leap, this program is therefore enacted.
Chengdu, having rich resources of science and technologies, is one of West China¡¯s cities concentrated with higher learning academies, science research institutions, and high-tech corporations. It has 490,000 various professional technicians, 28 academicians of Chinese Academy of Sciences and Chinese Academy of Engineering, and more than 2700 various R&D institutions including 10 international R&D reaching centers and 21 higher learning academies. With the comparatively powerful R&D forces, 63% of the city¡¯s academicians and over 70% of national key laboratories and engineering centers are engaging in the high-tech research and application. Because of Chengdu¡¯s better science and technology industrial advantages, a large numbers of S&T corporations, especially private high-tech corporations, are rapidly growing up and S&T innovation platform represented by Chengdu high-tech zone has taken shape, which create excellent environment of S&T innovation and business¡¯ carving out owing to a series of favorable policies have been constituted, such as wider opening, investment environment improving, high-tech achievement transferring, industrialization and so on. But there are still differences between Chengdu and coastal cities, for example, a. not many of the city¡¯s products of its own IPR, b. lower of proportion of high-tech industry, c. high-tech GDP of 2001 only accounts for 23.96% of city¡¯s GDP while other developed countries are usually over 50%, and Shenzhen 2001¡¯s has reached 45.87%, c. lack of high-tech corporations which can resist the risk of market competition, d. weak of talent attraction, which leads to low proportion of talents who are directly engaging in S&T innovation and industrilization, e. imperfect of the environment and mechanism for S&T innovation and business¡¯ carving out. Under the situation therefore, it is imperative to implement the Chengdu High-tech Action Program, to define the strategic orientation, the development objectives and the priorities of Chengdu¡¯s high-tech S&T, to speed up the S&T innovation, to realize the high-tech industrialization, and to push forward the city¡¯s leaping development.

II. Strategic Orientation
1. Possess of national first class R&D level, possess of a number of international well-known and national first grade higher academies and science research institutes to have R&D international level strength in some science fields, possess of a batch of science first class achievements with the own intellectual property rights to make the city one of domestic enrichment cities yielding high-tech achievements.
2. Possess of a group of national first class S&T innovation talents who are mastering the core technologies, who are good at operating capitals, who are familiar with the international brokering rules, and who are with high quality of modern management and business decisiveness to make the city one of gathering cities of various innovation talents.
3. Possess of a swarm of national first grade high-tech industries. In the fields such as electronics & IT, biochemicals, new materials, and the integration of optics, machinery and electron form a group of domestic top-ranking backbone high-tech corporations and industries which are capable of sharing the large market proportion by manufacturing well-known brand products and contributing a lot to GDP growing, so that to make the city one of our country¡¯s typical cities boosting economic and social development by the way of S&T innovation.
4. Possess of national first class surroundings of innovation and business carving out, possess of national first class high-tech innovation medi-service system, innovation incubating base, S&T investment and financing system to make the city one of the cities yearned towards by international and domestic excellent talents for its highly open and superior standards of living and working.

III. Development Goals
Goals up to 2005:
(I) Innovation Capabilities
1. Research and development level: S&T investment growing scope will be higher than one of finance revenue growing, and R&D investment will reach RMB 6.5 billion accounting for 3% of GDP as well as 75% of corporation investment. The patents annually approved will be over 2000, including 200 invention patents, among the forepart of the nation with 100,000 people owning 20 patents. The high-tech corporation production value of the own intellectual property rights will account for more than 50% of high-tech industrial GDP.
2. Innovation talents: The city¡¯s various technical professionals will reach 640,000 with the number of S&T personnels among each 100,000 staff lining in the front of big and medium cities, including over 20% S&T personnels directly engaging in R&D. The annual training period of staff will not averagely less than 2 weeks.
3. Innovation institutions: Totally set up the service-oriented S&T innovation platform for carving out incubators, venture investment, technical property right exchange, decision-making consultation, intellectual property right protection, and achievement transfer. Possess of 50 well known incubators with areas of one million square meters, 110 mobile postdoctoral centers and doctoral research workshops, 30 international research centers. The size of initial business investment capital reaches RMB 2.5 billion, technical exchange contracts amount to RBM 1.5 billon. Turn the city into the technical exchange center of west China.
(II) Industry Development
1. Development priority: Continuously increase the core competitive edge for the four leading industries of electronics & IT, biochemicals, machinery (including automobile), and foodstuff (including tobacco). Develop high-tech products to markedly enlarge the market sharing rates. Relatively increase the market competitiveness of the strategy industries such as software design, Chinese medicine modernization, integral auto manufacture, electric ending product manufacture, and aero-space and equipment set design & manufacture. Strive for the particular status among the global work-together system in some disciplines. Continuously reconstruct and upgrade the traditional industry by high technology. Bring along industrialization by IT to accelerate the development of modern logics, finance, and consultation.
2. The scale of industries: One or two corporations with production value up to RMB 5 billion, 10 up to RMB 2 billion, 20 up to RMB 1 billion, 150 up to RMB 100 million, and 1000 high-tech corporations. The average increase rate of high-tech production value will increase more than 1.5 times of GDP average annual increase, amounting to RMB 90 billion, accounting for 35% of the city¡¯s industrial GDP, and 25% of the city¡¯s export value. The coverage of quality plantation and animal husbandry will reach 90%, with the commercial farm produce ratio of more than 75%. The growing value of the third industry will accounts for 48% GDP.
(III) Surroundings Construction
1. City¡¯s information industry: The infrastructure will be basically digitization providing excellent basic public platform for the varied vocational information system. E-government will be overall brought into effect to realize the sharing of information resources with the society. The construction of digit communities will take into initial shape, with e-business climate, and city¡¯s port bandwith 10 mega per 100 thousand people, and over 5 million person-time accesses per year for the government doorway website.
2. Policies of S&T innovation: The favorable policies of innovation will keep ahead among the whole country. Strive for the national advanced cities of intellectual property protection.
3. People¡¯s living level: Urbanization reaches to 57%. S&T popularization infiltrates into the various aspect of the social living, citizens¡¯ science culture quality and living level are to be generally raised, the gross rate of higher education recruit reaches to 30%, the quantity of computer possession reaches 50 per 100 household, and the citizen¡¯s Engel coefficient is about 35%.

The power of S&T sustainable innovation is obviously increased to make the city the national key base of R&D and high-tech industrialization as well as the S&T innovation model base of West China in the front list of national capital cities on the competitive edge.

IV Implementation Steps
High-tech Action Plan¡¯s implementation will be generally realistic, i.e. one year one difference, and two years great difference, and five years on a new terrace, and ten year first class.
(I) Vigorously Foster S&T Innovation Abilities
It is the core of the implementation of High-tech Action Plan to foster S&T innovation abilities.
1. The mechanism of innovation and R&D: Encourage universities and research institutes to engage various forms of co-operation with different regions and different enterprises, and to make the work of teaching and research to face the main domain of the city¡¯s economic construction. Periodically issue the guidance of varied research plan projects to help the universities and institutes make researches aiming at the need of market. Set up high-tech venture investment fund, industrial investment fund, S&T innovation seed fund, special IPR protection fund, and special key S&T project fund for the purpose of fostering the own IPR¡¯s S&T achievements and S&T achievements transfer so as to raise a batch of innovation projects for the development of high-tech industries, and a batch of S&T corporations to resolve a series of problems of key projects¡¯ matching set and industrialization.
2. Construct the talent¡¯s yearning place: Take the advantages of higher education to raise a batch of high quality specialized talents, especially the varied professional technicians for the city¡¯s key industrial development to form the talent bank for supporting industrial development. Pay attention to the continuous education of renewed knowledge in order to constantly meet the need of the new situation for varied talents. Open up the channel of talent introducing, especially for the talents who own the core technologies, or with capital and projects, or financier being good at operating capitals, or high standard leading talents familiar with modern management, or professional technical consulting agents. Further deepen the reform of talent administration, carry out the talent policies, and perfect the talent market to form the mechanism of various talent rational flow. Enlarge the rewards for the people with the outstanding S&T contributions to construct the talent¡¯s yearning place of West China.
3. Construct the innovation system: Fully development the incubator industry, and set up the network platform of different incubating level combined closely with the economic development. Open up the channel of venture investment, and perfect the platform of S&T financing and investment. Flourish the technical property right transactions, and set up the platform of the innovation factor circulation. Vigorously develop the modern consulting services, and set up the decisive consulting platform for the S&T innovation and carving out. Enlarge the support and protection for IPR to form the IPR platform. Perfect the agency servicing institutions for S&T innovation and carving out, compose the servicing platform for achievement transference.
(II) Vigorously Promote The Industrial Development
To promote the industrial development is the keystone of the implementation of Chengdu High-tech Action Plan.
1. Enhance the construction of high-tech industrial belt: On the base of the national level Chengdu high-tech region, Chengdu Economic & technology development region and various S&T parks, plan out and construct the high-tech industrial belt, high-tech innovation and exporting & processing industrial belt, and the belt of traditional industry reformed by the high-tech so as to gain the mass effect and radiate leading effect, expand the high-tech industrial scope, and construct the swarm high-tech industries.
2. Promote the economic interlaced competition among county regions: Encourage each district (city) and county on the base of local orientation and advantages to actively foster specialized industries other than tended similar industries and imitated development and by the interlaced competition take their own relative advantage to shape the regional industrial structure arrangement on rational working division, function interpenetration and concerted development.
3. Drive the industrialization by IT: Vigorously develop the agricultural information technology. Research and develop the newly agricultural information system platform and the agricultural specialist information system to increase the overall quality of the farm produce. Implement the development strategy with the industrialization by IT. Recast and raise the corporation¡¯s comprehensive abilities, and explore the new industrialization way by IT and network technology. Vigorously develop the industries of telecom communication, finance, logistics, tourism, conference & exhibition and other related newly industries, and upgrade the city¡¯s modern service level by the way of IT.
4. Foster the strategic industries: Fix attention on the potential and prolong demands of both foreign and domestic market, fully dig up the relative advantages of our city¡¯s economic development. Concentrate strength to choose the promiseful leading and backbone industries which have higher industrial relevancy, and stronger aftereffect of industrial contribution and increase. Attract home and foreign big corporations to invest, cooperate, merge, recombine in Chengdu. In the fields such as software design, Chinese medicine modernization, integral auto manufacture, modern electric ending product manufacture, and aero-space and equipment set design & manufacture, foster a batch of potential and advantaged corporations to form up the strategic industries which can guide the economy and raise the city¡¯s comprehensive competitive edge.
(III) Vigorously Construct The Surroundings Of Innovation And Carving Out
To construct the innovation surroundings is the foundation High-tech Action Plan Implementation.
1. Optimize the soft surroundings: Accelerate the transforms of the government functions, thoroughly clean up the policies and regulations not in line with the international practice, and deepen up the reform of administrative approval system. Entirely boost the construction of social credit institutions to create the fair space for innovation. On the base of city¡¯s sponsorship for the activities such as International S&T Conference Of Traditional Chinese Medicine Modernization And New Technology & Products Exposition and China Computer Festival, extend the exchange fields and gradually make the city one of the center cities for the international academic exchanges in some high-tech fields so as to establish the city¡¯s mark rank and increase the city¡¯s image.
4. Construct ¡°Chengdu High-Tech Cultural Community¡±: Imitate the international surroundings for S&T innovation and carving out. Create conditions and integrate the facilities such as modern science palace, consulting and serving institution for corporation carving out, business establishing salons, S&T financing super-market, expert boarding houses, digital library, technology property exchange bourse, and technical training center through thorough argument and scientific planning so as to build up the modern innovation and carving out community abounding in innovation, information sharing, risk resisting, credibility and multi-win.
